All TV programmes on Dutch pubic television must provide public value. The Dutch public broadcasting organisation NPO established this ambition in its Concession Policy Plan 2016-2020. To determine whether its programmes indeed offer public value, the NPO uses a combination of different quantitative and qualitative instruments. In 2017 the NPO added a qualitative instrument in the form of an Expert Panel, and asked Forallmedia to set up and implement the panel. In 2017 and again in 2018 Forallmedia conducted interviews with scientists (former) programme makers, channel managers and journalists about a selected number of TV programmes. The NPO uses the findings of the Expert Panel in its accountability reports for the general public and government. It also uses the results for internal discussion about the public value of its programmes.
